When introducing the situation regarding accelerating the modernization of agriculture and rural areas and promoting comprehensive rural revitalization, the key to agricultural modernization lies in the modernization of agricultural science and technology.
In 2025, the Ministry of Agriculture and Rural Affairs, in collaboration with relevant departments such as the Ministry of Science and Technology, the Ministry of Education, and the Chinese Academy of Sciences, will focus on enhancing the overall efficiency of the agricultural science and technology innovation system, strengthening the national agricultural science and technology strategic forces, reinforcing the leading position of agricultural enterprises in scientific and technological innovation, and promoting organized research and development as well as the application of research results. The contribution rate of agricultural science and technology to national economic growth will exceed 64%.
First, significant discoveries were made in basic research. The mystery of how a single individual cell “transforms” into a complete plant was successfully revealed, providing a brand-new theoretical basis for crop genetic improvement and efficient regeneration. This achievement was selected as one of the top ten domestic science news of 2025. The world’s first rice gene resistant to high temperatures was cloned, providing a new solution for achieving stable and high-quality production of rice in high-temperature environments. This was listed as one of the top ten global scientific breakthroughs of 2025 by the Science magazine.
Second, significant breakthroughs have been achieved in frontier research. Agricultural biomanufacturing has made an original breakthrough, “artificial intelligence + agriculture” has been accelerated in its layout, and smart agriculture large-scale models have been continuously iterated and applied.
Third, major achievements have been made in industrial technology. A new wheat variety, Yangmai 53, has been bred, opening up a path for successfully solving the problems of resistance to fusarium wilt, yield and quality synergy improvement. Breakthroughs have been made in the research and development of new energy agricultural machinery and they have been put into use. The problem of “inorganic availability” and “inorganic usability” in some areas of mountainous and hilly regions has been effectively alleviated, and the research and application of agricultural robots have been accelerated and achieved breakthroughs.
Next, the Ministry of Agriculture and Rural Affairs will focus on promoting the deep integration of scientific and technological innovation and industrial innovation, and develop new agricultural productive forces based on local conditions.
Firstly, we will strengthen the supply of high-quality scientific and technological achievements. We will continuously improve the research and development mechanism that involves “collecting demands from industries, conducting research and demonstrations in scenarios, and evaluating and accepting results from users”, and accelerate the achievement of a number of landmark original results and major practical equipment in core seed sources, high-end intelligent, and agricultural machinery equipment suitable for hilly and mountainous areas.
Secondly, we will strengthen the cultivation of leading technology enterprises. We will deeply implement the “hundred, thousand, and ten thousand” agricultural technology enterprise cultivation project, promote the concentration of innovation resources to enterprises, establish a number of innovation consortia led by enterprises, and promote integrated innovation through industry-university-research collaboration.
Thirdly, we will strengthen the application of scientific and technological achievements. We will implement the action of applying new agricultural technologies, new products, and new scenarios, build agricultural technology experimental bases, set up a number of agricultural technology pilot and verification platforms, and accelerate the maturation and transformation of agricultural scientific and technological achievements. Strengthen the public welfare agricultural technology extension institutions and teams, leverage the roles of research institutes, universities, and enterprises, and accelerate the promotion of agricultural scientific and technological achievements to villages and households.
Over the past year, the green development of agriculture has undergone a comprehensive transformation, achieving positive progress. The utilization rates of fertilizers and pesticides have further increased, and the comprehensive utilization rate of livestock and poultry manure has exceeded 80%. The total number of green food, organic products, specialty and superior new agricultural products, and geographical indication agricultural products has exceeded 88,000. In 2026, the Ministry of Agriculture and Rural Affairs will firmly establish and practice the concept that (green mountains and clear waters) are equivalent to gold and silver mountains, strive to improve the institutional mechanisms, accelerate the transformation of development methods, and promote the comprehensive green transformation of agricultural development to achieve greater progress.
First, promote resource conservation and reduce input quantities while enhancing efficiency. Strengthen the protection and utilization of arable land resources, and improve the quality of arable land. Promote water-saving through agricultural techniques, engineering measures, and management practices, and encourage efficient and economical agricultural water use. Deepen the implementation of precise fertilization and scientific pesticide use, and comprehensively utilize the wastewater from aquaculture. Strengthen the scientific use and management of plastic films, and enhance the packaging management of agricultural inputs.
Second, promote the resource utilization of waste. Waste is misplaced resources. Expand the utilization pathways for straw, improve the scientific and standardized level of straw return to the soil; promote the resource utilization of livestock and poultry manure, and accelerate the comprehensive utilization of rural organic waste.
Third, promote the stability and diversity of agricultural ecosystems. Promote the ecological restoration of key river basins, carry out agricultural ecological restoration in the Yangtze River Basin, unswervingly implement the ten-year fishing ban in the Yangtze River, strengthen agricultural ecological protection in the Yellow River Basin, strictly implement the marine summer fishing moratorium, and enhance the sustainable utilization of marine resources. Enhance the ecological value of agriculture, promote energy conservation and carbon reduction in agriculture, and improve the ability of agricultural production to adapt to climate change.
Fourth, promote the green and low-carbon transformation of the entire agricultural chain. Plan to conduct a new round of agricultural resource zoning. Vigorously promote green and circular technologies, promote integrated farming, grain and forage co-production, and rice-fish integrated farming. Develop green and low-carbon agricultural value chains, accelerate the promotion of processing reduction and value increase, promote circulation cost reduction and efficiency improvement, and enhance the quality and safety level.
