The Argentine government recently adopted Resolution No. 458/2025 to update the pesticide regulations. One of the core changes of the new regulations is to allow the import of crop protection products that have already been approved in other countries. If the exporting country has an equivalent regulatory system, the relevant pesticide products can enter the Argentine market in accordance with the sworn declaration. This measure will significantly accelerate the introduction of new technologies and products, enhancing Argentina’s competitiveness in the global agricultural market.
For pesticide products that have not yet been marketed in Argentina, the National Food Health and Quality Service (Senasa) can grant a temporary registration of up to two years. During this period, enterprises need to complete local efficacy and safety studies to ensure that their products meet Argentina’s agricultural and environmental requirements.
The new regulations also authorize experimental use in the early stages of product development, including field trials and greenhouse trials. The relevant applications should be submitted to Senasa based on the new technical standards. In addition, pesticide products that are only for export only need to meet the requirements of the destination country and obtain Senasa certification.
In the absence of local data in Argentina, Senasa will temporarily refer to the maximum residue limit standards adopted by the country of origin. This measure helps to reduce market access barriers caused by insufficient data while ensuring the safety of products.
Resolution 458/2025 replaced the old regulations and introduced a declaration-based rapid authorization system. After submitting the relevant statement, the enterprise will be automatically authorized and subject to subsequent inspections. The Globally Harmonized System of Classification and Labelling of Chemicals (GHS) : The new regulations require that the packaging and labeling of pesticide products must comply with GHS standards to enhance the global consistency of chemical hazard warnings.
National Crop Protection Product Register: Previously registered products will be automatically included in this register, and its validity period is permanent. However, Senasa may revoke the registration of a product when it is found that it poses a risk to human health or the environment.
The implementation of the new regulations has been widely recognized by Argentine pesticide enterprises and agricultural associations. The president of the Buenos Aires Agrochemicals, Seeds and Related Products Dealers Association (Cedasaba) said that previously, the pesticide registration process was long and cumbersome, usually taking three to five years or even longer. The implementation of the new regulations will significantly shorten the registration time and enhance industry efficiency. He also emphasized that simplifying procedures should not come at the expense of supervision and that the quality and safety of products must be ensured.
The executive director of the Argentine Chamber of Agrochemicals, Health and Fertilizer (Casafe) also pointed out that the new regulations not only improved the registration system but also enhanced the competitiveness of agricultural production through digital processes, simplified procedures and reliance on the regulatory systems of highly regulated countries. It believes that this transformation will help accelerate the introduction of innovative technologies and promote the sustainable development of agriculture in Argentina.
